Cllr Sanders wonders why my group's budget did not mention the free parking at evening and weekends in Oxford (letters, 5th May). This is quite simple. It is illegal for the Council to budget for a surplus on on-street parking charges; if such a surplus does occur, then it is obviously quite in order for the Council to spend it, but it must not set those charges at a level that will automatically produce a surplus.
That being so, it was highly irregular for the Labour group, and the Greens, to put a figure on the charges in their budgets - obviously something they could only do because they could be sure that their budgets would not be passed. As the main opposition on the County, it behoves the Liberal Democrats to behave more responsibly.
We did, of course, make it clear in our introduction to our budget that we were opposed to free parking for visitors to Oxford, and that our budget plans included reversing this Tory bribe. We have said so several times since this was introduced. I am happy to reiterate it here.
