Keith Mitchell in Confusion?

There has been much about the Leader of Oxfordshire County Council not knowing the point of having a Social Inclusion "manager".

But he was chairing the meeting of the Cabinet on 20th September that agreed to recommend Council to fund this post. The report says that the person is needed to "manage the Council's significant Social Inclusion Agenda and develop a Corporate and Social Cohesion Strategy". And the pay is £30K, not the £55K that so outrages him.

How come he did not ask at the meeting if he was unsure before advising Council to accept this?
