There has been an unusual reliance on Biblical quotations at this Council meeting and I would like to remind Councillor Mitchell - who is unfortunately leaving the Chamber - and who has been so free with his comments on others' intellectual abilities that it is the meek who will inherit the earth.

We propose increased income from evening and Sunday parking charges and a reduction in spin, back office, and costs of unnecessary glossy publications. Parking spaces were all full before, so there are no extra people coming into Oxford - it's just that it's free for them.

I would like to thank Sue Scane and her team, and in particular her colleague, Katy, who spent many hours with us preparing this budget and thus ensuring we have a robust proposal to put before you. Corporate Plan 2010/11 onwards

This Corporate Plan is not as large as has been produced in previous years, and though it is to be welcomed that there is not so much to read, it is much lacking in detail. Also, without a delivery plan, which I know we have heard will come later, it does make it difficult to comment on overall, when one cannot see what has been targeted for delivery.

Education Attainment

I am a little unsure about what the outcome of this debate is intended to be, especially as it says in the first sentence that the paper is to 'stimulate a debate on Educational Attainment in schools in Oxfordshire'. I struggled to see in the report any suggestions for improvement. I am also not clear about the recommendation and how it will actually make a difference.

Concessionary Fares

By this motion, we are trying to get some consistency across Oxfordshire on concessionary travel, especially as County Councils are to take over the operation of the scheme from District Councils. We hope that by having some consistency across the whole county in the future, the whole scheme will be much more accessible and fairer for all our older citizens, and this motion is attempting to help that process.

Breaking the Cycle of Deprivation Taking Account of the Recession - Hidden Deprivation in Rural Areas

Whilst I understand that the large pockets of deprivation in Oxfordshire are in Oxford and Banbury, we must not lose sight of the smaller pockets of deprivation in rural areas. In fact if you are deprived in a rural area you are in my opinion even more deprived as you have little or no access to facilities and advice which are second nature to people in urban areas through facilities such as family centres. These facilities do not exist in rural areas and access to them in the towns is dependent upon public transport which for many rural villages does not exist. Hence you are totally isolated.

I think we all know that inequality has grown over the last 12 years or so. There is a bigger gap now between those at the top and those at the bottom. This is correlated with worse outcomes of all kinds - health, crime, educational achievement, happiness.

In seconding the theme for this debate, I am going to focus on the question: What can we do across whole systems to help struggling families? No one in 21st century Britain should have life chances as bleak as those described by Cllr Patrick. But plenty do: the rising tide does not lift all boats. Between the 74 of us we have been on every doorstep in Oxfordshire earlier this year, and we have all seen this pattern of life.
